Introduction
Connecting
the Persian Gulf to the Caspian Sea, Iran is the geographic and cultural
nerve center of the two most energy-rich regions in the world. Iran
itself possesses the fourth largest reservoir of oil and the second
largest of natural gas. It developed one of the oldest civilizations
and has for centuries played a pivotal role in regional stability. In
the aftermath of the Soviet collapse, American global leadership and
its involvement in the region have heightened. Meanwhile, close to a
million Iranians have made the United States their home.
The current friction between the United States and Iran is untenable.
The two nations must work together to promote regional peace and development.
This cooperative framework will require sustained dialogue and understanding
of bilateral and regional issues. It is gratifying to witness a change
of tone and attitude on both sides since the historic May 1997 Iranian
presidential election. After almost 20 years, the two nations are in
the mood for dialogue and understanding, and hopefully improved relations.
The American Iranian Council (AIC) is proud to have been in the forefront
of this new development. Since 1993, originally as the US-Iran Conference,
and since 1997, under its current identity, our group has acted as a
catalyst for dialogue, understanding, and cooperation between the two
countries. The past activities have included several breakthrough conferences
and publications on US-Iran relations, examining areas of tension and
mutual interest; Iran's strategic significance; international perspectives;
and impact of the Iranian elections.
Revisiting US-Iran Relations is the product of the latest series of
events the Council has helped organize. More specifically, the volume
includes the seminal speech by the Honorable Cyrus Vance at the conference
entitled US-Iran Relations: Has the Time Come?, organized jointly by
AIC and the Asia Society on 13 January 1999. Other contributions to
that conference have also been included. Additionally, the book presents
the two speeches given at the historic panel on Revisiting the Hostage
Crisis held in Paris on 28 July 1998 and sponsored by the Center for
World Dialogue. To provide a more comprehensive picture of current US-Iran
relations, three other articles have also been included.
